   II.2.4)Beschreibung der Beschaffung zum Zeitpunkt des Abschlusses des
   Vertrags:
   The IC will support, supervise and guide the NCs during the elaboration
   of designs and the drafting of tender documents for the implementation
   of 9 WSS construction measures. Feasibility Studies (FS) for all WSS
   projects were completed in 2016 and revised in 2017 and will serve as a
   technical basis.
   The service of support, supervision and guidance will be facilitated
   through 3 concise field visits for each construction measure to the
   respective design teams in Moldova. GIZ considers up to 25 days
   altogether for each construction measure.
   The first visit will be conducted shortly after commencement of the NC
   assignments. The IC will act as supervisor to the NC and shall thus
   ensure the development of suitable, adequately founded concept designs;
   potentially existing faults have to be eliminated.
   The second visits will be conducted as midterm reviews and will provide
   the possibility of guiding the projects development and make sure the
   design teams are still on the right track. Close supervision and
   guidance for the elaboration of specifications, drawings and BoQs will
   have to be conducted during these missions.
   The third guiding visits will be conducted in order to finalize the
   tender documents for the particular construction measures. At the end
   of the assignment, a complete set of tender documents (ready to tender)
   shall be approved and available for each construction measure.
   The ICs will work under the supervision of department G230 at GIZ and
   will report the level of elaboration of each construction measure after
   each field mission accordingly. The IC will confirm to G230 the
   availability of a completed set of tender documents for each
   construction measure under their responsibility. The internal approval
   for each measure will be awarded according to reports received from the
   IC.
   The assignments do certainly have a significant capacity development
   component, but the main focus is on the development of quality tender
   documents.

   review proceeding and has not submitted a complaint to the contracting
   entity within a period of 10 calendar days; the expiry of the period
   pursuant to Section 134, Paragraph 2 GWB remains unaffected;
   2) Complaints of infringements of contract award regulations that are
   evident in the notice are not submitted to the contracting entity at
   the latest by the expiry of the deadline for the application specified
   in the notice or by the deadline for the submission of bids;
   3) Complaints of infringements of contract award regulations that 1st
   become evident in the tender documents are not submitted to the
   contracting entity at the latest by the expiry of the deadline for
   application or for the submission of bids;
   4) More than 15 calendar days have expired since receipt of the
   notification from the contracting entity that it is unwilling to
   redress the complaint.
   B. Sentence 1 does not apply in case of an application to determine the
   invalidity of the contract in accordance with Section 135, Paragraph 1
   (2). Section 134, Paragraph 1, Sentence 2 remains unaffected.

   VII.1.4)Beschreibung der Beschaffung:
   The entire assignment will be conducted in several short-term missions
   to each construction measure. The International Consulting Firm (IC)
   will work closely together with the National Consultant (NC) to ensure
   the application of national and international standards during planning
   process. The IC shall support the NC with the development of the
   technical design and tender documents for the implementation of 10 WSS
   construction measures. The IC together with the National Expert of the
   MLPS Project shall provide support and advice to NC.
   In this regard the IC shall bring-in experiences towards modern and
   efficient planning and building methods. The assignment and the
   planning procedure involves the passing of different approval steps.
   These approvals are part of the obligatory GIZ-procedures related to
   the Mandatar-Function, assumed by the GIZ Construction unit G230. The
   adjusted approval steps have been identified as follows:
   Stage 01: Inception Report: comparing of contracted ToR with real
   situations and adjustments.
   (After commencement of the design contracts it became clear that,
   compared to the feasibility studies, significant increases of the
   planning efforts occurred and had to be approved);
   Stage 02: Preliminary Design: designing of overall system
   configuration, defining the general framework of the single
   construction measure;
   Stage 03: Functional Design: optimisation of parameters;
   Stage 04: Detailed Design/technical Tender Documents: development of
   detailed solutions for particular technical challenges, detailed
   drawings, technical specifications of the different components,
   dimensions, sections, elevations, bill of quantity, price estimation,
   description of the construction measure, work schedule.
    the IC will provide monthly reports displaying time sheets of
   experts, statement towards the general situation, table displaying
   planning status of all construction measures including brief comments,
    the development of the technical tender documents will follow
   national standards (where appropriate and possible, EU standards shall
   be applied).
   The ICs assignment will be conducted, equally for each construction
   measure in the 4 missions/periods mentioned above, whereas it could be
   reasonable to shift expert time flexibly from one measure to another
   depending on work volume and the performance of the NC (bundling of
   missions).
   The IC will accompany the NC and provide support in all arising
   questions concerning the development of the tender documents. According
   the GIZ regulations the above mentioned approvals have to be achieved
   by the NC in order to continue with the work.

   necessary to insert a 4th approval step and to prolong the contract
   till 30.9.2019.

   Beschreibung der Umstände, durch die die Änderung erforderlich wurde,
   und Erklärung der unvorhersehbaren Art dieser Umstände:
    due to unexpected late conclusion of the design contracts
   International Consultant could not work at full capacity from the
   beginning,
    the contracts with National Consultants were based on Feasibilities
   Studies from year 2015, which turned out to be incomplete. This
   resulted in contract amendments with National Consultants and now with
   International Consultant,
    poor quality of the design ToR required time-consuming loops with the
   Contracting Authority to adjust ToR to the real requirements.
