   II.1.4)Kurze Beschreibung:
   Site supervision, quality management and quality assurance for 18
   construction sites, from which 10 sites are concerned with Water Supply
   and Sanitation (WSS) and 8 sites are concerned with Energy Efficiency
   (EE) located in the Republic of Moldova (RM).
   The service to be delivered will demand a high level of flexibility
   from the winning firm, because the 18 sites will be in different stages
   of completion and are distributed throughout the country. Travelling
   will be required. The service will contain the allocation of 1
   international and 2 national construction expert during the
   implementation period of 20 months, international expert 20 months,
   national experts little less. Experts shall be very experienced and
   familiar with the task, expertise (WSS  EE) shall be shared between
   the 2 national experts. In addition to the long-term expert, short-time
   experts will be required, national and international, according to the
   need of the project (6 months for each has been estimated for the
   tender).
   Administrative costs for the consulting services like transport,
   office, accommodation, etc. will be within the responsibility of the
   consultant.

   II.2.4)Beschreibung der Beschaffung:
   RM received co-financing from the EU Delegation, from which the
   above-mentioned construction investments in communal infrastructure
   will be financed. The measures were selected by the project and
   developed from national designers, with support of international
   experts, up to a stage "ready to tender". The tender processes are at
   different stages, first construction activities will start in August
   2019, and end of construction activities will be July 2021.
   The project is implemented within a complex system considering several
   stakeholders like the Financing Institution (EU Commission), Regional
   Development Agencies (RDA), local beneficiaries and GIZ as implementing
   institution. In this multi-actors scenario, the consultant plays an
   important role when it comes to technical implementation. GIZ is
   responsible for sustainability and functionality of all 18 measures and
   is looking for a partner with strong experiences in physical
   implementation in the construction sectors towards the 2 sectors, WSS
   and EE.
   The consultant will work under the supervision of "Group G230 Bauen in
   der Internationalen Zusammenarbeit". The consultant will ensure the
   correct implementation of the respective measures. He will work closely
   together with the contracting authorities, which are the RDAs and the
   representatives of the benefitting communities. In this cooperation
   system, the consultant will report regularly to G230. The consultant
   will observe all construction activities and reports on regular basis
   to G230. He will ensure quality during implementation and the
   compliance of the construction activities with detailed planning, BoQs
   and tender documents. The consultant will be involved in and has to
   verify all deviation from planning, any change orders or supplements
   and amendments. Focal point in the setting will be the representative
   of G230, whose approvals will be required in all important steps,
   starting from changes order to final handing-overs. Those approval will
   be based on report and recommendations given from the consultant.
   Capacity development in not a main component of this contract. It will
   be handle by other intervention areas. The main focus of the requested
   services is clearly the implementation of the 18 construction measures.
   To give the bidder a approximative volume of implementation amount,
   investments for 1 of the 18 construction measures will differ from
   approximately 300 000 EUR to 2 500 000 EUR. Physical construction
   implementation which sums currently up approximately 32 000 000 EUR.
   GIZ received a commission from the commissioning party until 12.3.2021.
   The consultants entitlement is initially confined to those services
   rendered prior to that date. Should the commissioning party not prolong
   the commission with GIZ, this contract shall be limited to the range of
   services provided until that point of time.

   "architect" or "civil engineer" according to the respective laws of the
   country of registration (§75 VgV). GIZ reserves the right to demand the
   proof for this requirement from the successful bidder before signing
   the contract.

   of 10 calendar days; the expiry of the period pursuant to article 134,
   section 2 remains unaffected;
   2) Complaints of infringements of procurement rules that are evident in
   the tender notice are not submitted to the contracting authority at the
   latest by the expiry of the deadline for the application or by the
   deadline for the submission of bids, specified in the tender notice;
   3) Complaints of infringements of procurement rules that first become
   evident in the tender documents are not submitted to the contracting
   authority at the latest by the expiry of the deadline for application
   or by the deadline for the submission of bids;
   4) More than 15 calendar days have expired since receipt of
   notification from the contracting authority that it is unwilling to
   redress the complaint.
   Sentence 1 does not apply in the case of an application to determine
   the invalidity of the contract in accordance with article 135, section
   1 (2). Article 134, section 1, sentence 2 remains unaffected.
