   II.2.4)Beschreibung der Beschaffung:
   Population growth, rising prosperity and changing consumer habits have
   led to the increasing use of electrical and electronic gadgets in Ghana
   as in other developing and emerging countries. This has resulted in the
   growing quantities of electrical and electronic waste (e-waste). In
   addition, some of the electronic devices arrive in Ghana as second-hand
   goods with a shorter useful life while around 15 % of these imports are
   considered e-waste on arrival.
   The existing practice of recycling and disposing of e-waste involves
   substantial environmental pollution. Contamination of soil and surface
   waters with heavy metals and persistent organic pollutants (POPs) is
   significant, resulting in serious environmental and health impacts.
   Those directly affected are the (exclusively male) e-waste collectors
   and recyclers, who work in the informal sector. These are primarily
   poor men who have migrated from the northern part of the country. In
   addition to the environmental and health risks due to their work, they
   are vulnerable because of their strong economic dependence on e-waste
   recycling. Indirect victims of improper e-waste recycling are the
   people and enterprises living and working in the area around waste
   sites such as Old Fadama.
   Ghana's Government and the city administration of Accra have recognised
   these problems and aim to find long-term solutions. However, some of
   the conditions for sustainable e-waste management in Ghana are not in
   place (core problem).
   The module objective is accordingly: the conditions for sustainable
   e-waste management in Ghana are improved. The project is designed to
   cover the entire territory of Ghana, with a strong but not exclusive
   focus on the Greater Accra region.
   It follows a multi-stakeholder approach at several levels. To achieve
   the module objective, the project will operate in three fields of
   activity that reflect the three levels of intervention.
   Field of activity 1 aims to improve the policy framework for
   sustainable management of e-waste. The focus is on capacity development
   for partner institutions at the individual and organisational level for
   introducing and applying policy instruments to manage e-waste.
   In field of activity 2, the emphasis is on developing economically
   viable business models for sustainable management of e-waste.
   Field of activity 3 aims to develop the capacities of actors in the
   informal sector for e-waste management that is less damaging to the
   environment and human health. The focus is on promoting the individual
   and organisational skills of both the people directly involved in the
   recycling and disposal processes and their associations, and the people
   living and working in the surrounding area. In addition, cross-cutting
   communication and networking activities will be carried out.

   Within the framework of the basic project described in the terms of
   reference (ToR), GIZ reserves the right to award contracts for
   additional services of this type in accordance with the public
   procurement law to the successful company in this procedure by means of
   a negotiated procedure without a prior call for competition, or to
   enter into a follow-on contract.
