   The contractor will (among a support to reach the MYSAP objective) in
   particular develop concepts as well as plan, implement and monitor
   field activities to improve coastal aquaculture in compliance with
   international quality and sustainability standards to enable access to
   new trading opportunities (local, regional, export). This includes also
   an analysis of aquaculture value chains, rehabilitation of mangroves
   forests and technological advice concerning improvement operations of
   local hatcheries (shrimps, mudcrab, finfish) from both DoF and private
   sector iSmall and Medium Enterprises, incl. backyard hatcheries) plus
   post-harvest processing.

   Should the contracting authority offer an extension of the contract,
   the contractor is obligated to agree to a contract extension for the
   same amount of time under the condition of the price adjustment clause
   pursuant to article 5.25 of General Terms and conditions of Contract of
   the GIZ (see tender documents).

   Objektive Kriterien für die Auswahl der begrenzten Zahl von Bewerbern:
   The candidates will be rated in a three-part process.
   1) Adherence to formal criteria and completeness of the documents.
   2) Eligibility of the candidates. This will be evaluated according to
   the eligibility assessment grid. Criteria are annual turnover, number
   of employees, reference projects and technical experience in thematic
   areas.
   3) Should more than 3 bidders be eligible, the bids will be evaluated
   according to the technical assessment grid and according to the
   following criteria and set percentage Points. For the comparative
   evaluation we use the references and declarations submitted by the
   bidders:
   a) Appropriateness of suggested concept and work-plan (10 %);
   b) technical backstopping / knowledge Management (10 %);
   c) consideration of local resources (5 %);
   d) Qualification of proposed staff and composition of the Team (75 %).

   1) A request to participate or bid is only possible using the required
   documents provided by the contracting authority. The documents must be
   completed in English. Formless applications will not be considered. The
   documents must be submitted together in triplicate, using the provided
   address labels, on time, signed and sealed. The technical and financial
   offers must be separate and sealed.
   2) Consortia must already apply as consortia. The subsequent formation
   of a consortium is not possible. Consortia have to provide the required
   information for every member. They have to mark this Information
   accordingly, designate a lead partner and authorise this member to
   represent the consortium and receive payments for all members in
   discharge of the liability for the contracting authority. A formal
   agreement to this effect must be signed by each member of the
   consortium and attached to the request to participate.

   According to Article 160, Section 3 of the German Act Against Restraint
   of Competition, application for re-examination is not permissible
   insofar as:
   1. the applicant has identified the claimed infringement of the
   contract award regulations before submitting the application for
   re-examination and has not submitted a complaint to the commissioning
   party within a period of 10 calendar days; the expiry of the period
   pursuant to Article 134, Section 2 remains unaffected,
   2. complaints of infringements of contract award regulations that are
   evident in the notice are not submitted to the commissioning party at
   the latest by the expiry of the deadline for the application specified
   in the notice or by the deadline for the submission of bids,
   3. complaints of infringements of contract award regulations that first
   become evident in the tender documents are not submitted to the
   commissioning party at the latest by the expiry of the deadline for
   application or for the submission of bids,
   4. more than 15 calendar days have elapsed after receipt of the
   notification from the commissioning party that it is unwilling to
   redress the complaint.
   Sentence 1 does not apply in the case of an application to determine
   the invalidity of the contract in accordance with Article 135, Section
   1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
