SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting entity:
Modernization of the control system for the ancillary Systems/water
treatment at the power plant Altbach-Deizisau, Germany.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Supplies.
Purchase.
Main place of delivery: EnBW Kraftwerk Altbach-Deizisau, Industriestr.
11, D-73776 Altbach.
II.1.5) Short description of the contract or purchase(s): The tender
will comply the modernization of the control system of the water
treatment facility:
- complete demineralisation facility;
- additional water treatment facility of the cooling tower;
- condensate polishing plant;
- Neutra (neutralisation facility for regeneration media);
- chemical stock (storage and dosage/metering);
- RAA2 (flue gas sewage facility);
The new control system should be fully integrated without any interfacing
into our existing remote controlled and observation system "Siemens SPPA
T3000".
It is required to use techniques that correspond the general
VGB-standards for power plants.
Scope of work:
- renewal of the measuring system (analogue and binary);
- replacement of the binary technique by an analogue technique with the
necessary changes;
- renewal of all measuring techniques according to the federal law of
water bal-ance;
- change of the cabling of the measuring technique from the junction box
on;
- partial renewal of the junction boxes;
- renewal of limit switch on fittings/ armatures (pneumatic/electric);
- renewal of the variable speed drive with renewal of the power setpoint
adjuster;
- renewal of converters on drive units;
- renewal of power switch relais (24 V technique);
- integration of existing black-boxes;
- changing of the buildings as well as adaptation of technique and remote
rooms;
- interfaces to e-technique;
- renewal of the controlling equipment and control device with a complete
inte-gration via the remote control system Siemens SPPA T3000;
- full integration into the engineering and configuration technique of
T3000;
- integration of the remote control technique and processes of the unit
control system and device;
- plant-specific optimization of the processes and adaptation to the
needs of the operating unit;
- demolition and disposal of old parts as well as old techniques;
- integration of the station service supply system into the T3000
controlling and remote system;
- renewal of the interfaces to the values of the operation;
- maintaining of procedural redundancies in the control system;
- implementing of the measurements during a shutdown;
- start-up and optimization of the facilities;
- training and explanation for the staff;
- documentation of the renewal (integrated in T3000);
- adaptation and writing of the existing documentation;
- conception of an operating manual oriented towards the control system.

Description of these options: Renewal of the control system of the
ancillary facilities:
- electrostatic precipitator dust conveyance and loading;
- FGD Flue gas desulphurization product-disposal and loading;
- provision of deionised water;
- DENOX;
- treatment facility for district heating water;
- auxilliary boiler 1 and 2.
provisional timetable for recourse to these options: in months: 24 (from
the award of the contract).

have, curriculums, technical equipment, ...).
2. Confirmation of the order processing via a CAD-System that is
compatible to our systems.
3. Documentation that all capacity to implement the contract will be
available from 10/2007 on until the end of the contract (referring
personnel experienced in the mentioned reference projects).
4. Declaration of quality management certificates according to EN and/or
DIN norms, VDE/IEC regulations and according to customer"s needs.

a. References of projects, that have been implemented with the control
system Siemens SPPA T 3000 Release 3.
b. References about the conception of a control system or an implemented
control system retrofit for each of the following facilities:
- complete demineralisation facility;
- additional water treatment facility of the cooling tower;
- condensate polishing plant;
- Neutra (neutralisation facility for regeneration media);
- chemical stock (storage and dosage/metering);
- RAA2 (flue gas sewage facility);
c. References about implemented optimizations of water treatment
facilities of a power plant component > 300 MW and the documentation
(certificated, diagrams, regenerating, operation of the facility) for
minimum 2 projects.
For each reference, the following information is necessary:
1. client;
2. contact person of the client with contact details;
3. year of contract;
4. year of commissioning;
5. volume in EUR;
6. scope of services;
7. type of control system and units of automation;
8. annual sales with projects within the business area "control system"
(average of the last 5 years), that have been implemented according to
VGB;
9. explanation that there is no subcontracting of engineering, production
and commissioning of the main control system;
5. After-sales service:
a. Information about organization and structure;
b. German-speaking maintenance service;
c. information about the reaction time, until specialists are on site;
d. information about the nearest service point.
6. Quality system, certification according to DIN ISO 9001 ff
7. Declaration about compliance with VGB regulations (for example: R-170
A until C)
8. Declaration that prepared and standardized software elements for the
power plant
