II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The Scope of Supply consists of
manufacture and erection of flue gas condensation system for im-proved
heat recovery on the existing incineration line 3 (15 t/h waste combined
heat and power plant), including but not limited to:
- Engineering
- Flue gas duct works
- Piping works
- Insulation works
- Flue gas scrubber(s) and/or heat exchanger(s)
- Water pumps
- Steel structure works
- Electrical installations
- Control descriptions
- Commissioning.
II.2.2) Options: Yes.
Description of these options: The scope of works may include the
following parts: - Absorption heat pump integrated into the flue gas
condensation system, driven by hot water (160C) - Waste water treatment
system to handle the excess condensate produced.
II.3) DURATION OF THE CONTRACT OR TIME LIMIT FOR COMPLETION: Completion:

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: As specified in the tender
documents.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: As specified in the
tender documents.
III.1.3) Legal form to be taken by the grouping of economic operators to
whom the contract is to be awarded: Where a group of suppliers requests
to participate in the tender, the request must include a detailed
description of the applicant"s organisation. If awarded the contract, the
group of suppliers must form a consortium with joint and several
liability. The consortium must confer onto one of the participating
suppliers the authorisation to sign for the consortium. This party must
be approved by the contracting entity. For the purposes of the contract
negotiations the consortium must appoint one negotiator legally competent
to conduct business on behalf of the consortium.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including
requirements relating to enrolment on professional or trade registers:
Information and formalities necessary for evaluating if requirements are
met: Candidates will be excluded from participation in the tender if:
(a) They are bankrupt or being wound up, are having their affairs
administered by the courts, have entered into an arrangement with
creditors, have suspended business activities, are the subject of
proceedings concerning those matters, or are in any analogous situation
arising from a similar procedure provided for in national legislation or
regulations;
(b) They have been convicted of an offence concerning their professional
conduct by a judgment which has the force of res judicata; (c) They have
been guilty of grave professional misconduct proven by any means which
the Contracting Authority can justify;
(d) They have not fulfilled obligations relating to the payment of social
security contributions or the payment of taxes in accordance with the
legal provisions of the country in which they are established or of
Sweden;
(e) They are guilty of misrepresentation in supplying the information
required by the Contracting Authority as a condition of participation in
the contract procedure or fail to supply this information. Candidates
shall present a declaration from the competent authority confirming that
they are not in one of the situations described above. The Client
reserves the right to apply for supplementary information for the
relevant public authority concerning exclusionary clamed above. In case
the Candidate is a group of suppliers the information asked for above
must be given for eachof the suppliers.
III.2.2) Economic and financial capacity: The Candidate shall forward
evidence of the Candidate"s economic and financial standing which must
include:
1. Annual accounts for the latest three years. Separate explanations of
net worth conditions and outstandings in connection with unfinished
projects must be included.
2. Evidence of registration in a trade or professional register in the
applicant"s country of origin. In case the Candidate is a group of
suppliers the information asked for above must be given for eachof the
suppliers.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: The Candidate shall forward evidence
of the Candidate"s technical capacity which must include:
1. An indication of the proportion of the contract which the Candidate
may intend to subcontract, including a list of potential sub-suppliers.
2. Qualifications of staff forming part of the Candidate"s project
organisation and, in particular, the person or persons responsible for
site supervision.
3. Quality Assurance documentation.
4. Description of planning and management tools available to the
Candidate.
5. List of similar supplies delivered by the Candidate during the last 5
years.
6. The list of references must include:
6.1 Name of the Client , name of the plant, address, telephone number and
contact person
6.2 Date of project start and completion
6.3 Brief description of the supply, including plant capacity
6.4 Contract amount
6.5 Carried out as lead or sub-supplier. If essential parts are supplied
by sub-suppliers the Client reserves the right to assemble reference from
these.
